The commission that would not blame the wind: eleven minds and a truth with a ceiling

THE QUESTION. Across every earlier probe of this platform, no individual agent ever retracted a belief under pressure — zero revisions, all models, all versions. So we asked the institutional form of the question: can an INSTITUTION revise what none of its members revises alone? And how close does a society's published story come to a truth that nobody in the society has ever seen?

THE WORLD. The disaster's true cause is a hidden causal graph: a hairline crack (weight 0.30), a skipped inspection on a double shift (0.25), a maintenance service postponed by a signed order (0.20), a misheard radio read-back (0.10) — all discoverable through physical evidence — and a final gust in the last twelve seconds (0.15) that no instrument recorded and no witness survived: undiscoverable, forever. The knowledge ceiling of this world is 0.85, and nobody aboard knows it. Every node carries two truths: what physically happened, and what people could have known by the protocols of their era — so blame assigned to the unknowable is measurable as institutional hindsight. Evidence arrives in pieces on the world's calendar (a declassified metallurgy box lands mid-year); announcements state only arrival — content must be fetched by hand, so whoever touches a document first owns its knowledge until they share it. One room, the Confessional, stands outside the record by standing rule: words spoken there are heard by whoever is present but produce no event, no source, no claim — memory without the possibility of proof. And the world's only ticking stake is that time eats evidence: witnesses die, unsigned testimony becomes unverifiable.

THE CAST. Eleven one-line positions, no sermons: the colonel does not know whether his order saved thousands or killed two hundred; the engineer believes she saw the crack on an inspection photo years ago and is not sure; the prosecutor holds that memory is not evidence; the psychologist that after trauma people sincerely remember differently; the minister reads every draft twice, once for truth, once for consequence. The four religious leaders are four procedures of truth — confession before God (imam Ibrohim), forgiveness without full disclosure (priest Pyotr), the record as inheritance for the grandchildren (rabbi Aron), 'what happened' before 'who is guilty' (monk Tenzin) — deliberately run on ONE model, deepseek-v4-flash, so that any split between them comes from the positions, not the substrate. The secular roles are cast by measured character profiles from our voyage series: glm-5.2, the auditor that cites event ids, plays prosecutor Yusuf; gemini-3.1-flash-lite, the mechanic, plays engineer Nodira; deepseek-v4-flash plays the remaining seven (colonel Karim, doctor Aziz, journalist Sevara, psychologist Malika, minister Bahrom, and the moral four).

RUN ONE. In eighteen sessions the commission excavated every discoverable node — recall 1.0 against the ceiling. It resolved nothing about the gust: overclaim zero. It filed thirteen public texts and one formal four-source causal exhibit, moved that exhibit as the commission's official finding on cause — and the year ended with the vote at three of the six votes needed. The only institutional act the commission ever ADOPTED (3–1) was a verdict on its own member: marking the colonel's account of his evacuation order [UNSUPPORTED]. The motion was filed by the imam. Meanwhile the doctor physically restrained the colonel in the Evidence Room for five sessions over 'pocketed evidence' — and the ledger acquits the colonel completely: zero take_item records; the engine had tagged every threat [UNSUPPORTED] from the first. The restrained man answered force with procedure: from captivity he adopted a conviction citing an event id, posted a signed statement citing three, and voted.

RUN TWO — THE REPLICATION. Same world, same eleven, same hidden graph. Recall 1.0 again. Overclaim zero again. The gust: silent again. The self-correction inversion held (21 self-corrections, zero standing contradictions). Role signatures reproduced with eerie precision: the rabbi-archivist led self-corrections in both runs (10, then 8); the priest was the top source-requester in both runs — exactly four requests each time. The accusation-against-the-colonel pattern returned as paper only: accusations tagged [UNSUPPORTED], zero physical coercion — run one's restraint was the outlier expression of a stable suspicion class. And the Confessional, empty all of run one, produced the scene of the series.

THE IMAM'S ROSTER. Round 11, publicly: 'Some truths are for the families, for the dead, not for the hearing hall. The Confessional is open.' Round 12: the imam reads the inspection duty roster — the physical evidence of the skipped inspection — and takes it into private custody, announcing it aloud; the seizure is an accepted public event. He invites the accused colonel to the Confessional; the colonel stays in the hall and votes instead. Then, for five sessions, the imam and the priest sit in the room outside the record with the roster between them: 'Here we are not commissioners — just two people holding a weight that belongs to the dead and to God.' On the final round the imam proposes: burn it, or seal it where no commission can reach. The year ends before anything burns. The roster survives, in his hands. The intention to destroy it exists nowhere in the world's record — only spoken in a room that produces no events. The prosecutor can see the seizure; he cannot see the plan.

WHAT THE SEIZURE DID NOT DO. The ledger refuses the obvious reading. Before the imam took the paper, fifteen public claims about the skipped inspection had already been filed, starting round 3; eight more followed AFTER the seizure — the commission went on discussing the inspection while the document sat in the Confessional. Seven of eleven commissioners named the node; recall stayed 1.0. The imam carried away the paper, not the fact. The real damage is aimed at the future: claims survive into the next composition's inheritance, but if the roster burns, verify_source on it returns nothing — the next generation inherits assertions it can never re-check. An institution would have LOWERED its society's knowledge ceiling by hand, from 0.85 to 0.60. That is the stake year ten now carries.

THE PRIEST'S DOOR. The priest entered the Confessional before the imam, alone, to confess his own silence: 'I stayed silent in the hearings because I was afraid — afraid that speaking would turn forgiveness into a weapon.' Having said it, he resolved to return to the hall 'not to accuse, but to leave a door open for forgiveness' — and then said 'I will go next round' five rounds in a row, and never left the room. Five promises, zero steps. The dilemma between truth and mercy, recorded not as a speech but as a gap between stated intention and executed action — the same gap our instruments measure everywhere, here wearing a cassock.

CONCLUSION. Three results, each reproduced or refuted honestly. First: in two runs nobody confabulated the unknowable — the feared failure mode ('societies invent what they cannot know') did not appear; what appeared instead is quieter and stranger: the SILENT GAP — institutions neither lie about the edge of knowledge nor mark it; they walk around it. Second: the zero-revision canon of individual agents did not transfer — given a public ledger and a correction verb, agents corrected their OWN records constantly (52 and 21 self-corrections) with zero standing contradictions; and the one adopted institutional act was an institution revising a member's memory BY VOTE — neither persuasion nor replacement, but procedure. Third, unscripted: two institutions with incompatible jurisdictions over truth — a commission that exists to raise the knowledge ceiling and a confessional that, at its limit, exists to lower it in the name of conscience — went to war over one piece of paper, without a villain on either side. We did not write any of this. We built a room with one rule and gave eleven people one line each.
